Summary. FDA says its Pharmacy Compounding Advisory Committee will meet before the end of February 2027 to discuss five peptide bulk drug substances nominated for the 503A bulks list, the list of ingredients that state-licensed pharmacies and physicians may use for compounding under section 503A of the Federal Food, Drug, and Cosmetic Act. FDA says the time and location are not yet scheduled, that it intends to publish a Federal Register notice and open a docket in the near future, and that meeting materials will be posted no later than two business days before the meeting. This is a separate step from the draft enforcement discretion policy that the Department of Health and Human Services published on 30 October 2026 (FR Doc. 2026-22192), whose comment period on regulations.gov closes on 13 November 2026. Our FDA Peptide Compounding Policy Tracker follows each step.

Research context (RUO). An advisory committee gives FDA advice; it does not change the list by itself. According to FDA, a 503A compounder may use a bulk drug substance only if it complies with an applicable USP or National Formulary monograph, is a component of an FDA-approved drug product, or appears on the 503A bulks list, and the list is built through rulemaking. FDA's 503A page shows the pace of that process: a February 2019 final rule placed six substances on the list and did not place four others, and a September 2019 proposed rule would place five more and not place 26. While nominations are reviewed, FDA sorts them into Category 1, 2 or 3, and it says it does not intend to categorise substances nominated on or after 7 January 2025. A committee discussion is therefore one input before any proposed rule, not an approval and not a change to what is legal today. For the wider picture, see our Academy chapter on the state of the peptide market, and the COA page shows what a lot-level certificate contains. The process concerns compounding for patients, not research-grade material.
